What PackDraw's terms actually say

PackDraw's current terms of service define a category called “Restricted Territories” — described as jurisdictions banned from the website, whose residents “may not access the Website or register an Account on it.” The list published in the terms names:

Afghanistan, Belarus, Burma, Central African Republic, Cuba, Democratic Republic of Congo, Ethiopia, Haiti, Iran, Iraq, Lebanon, Libya, Myanmar, Nicaragua, North Korea, Russia, South Sudan, Sudan, Syria, Ukraine, United States of America, Venezuela and Yemen.

Most of that list is unsurprising — it closely tracks standard international sanctions territories. The inclusion of the United States is the notable part, and it deserves a careful, honest explanation rather than a confident one-liner.

The United States question

There is a genuine tension inside PackDraw's own published documents, and we are not going to pretend otherwise:

On one hand, the restricted-territories clause quoted above lists the United States among jurisdictions whose residents may not register an account.

On the other hand, the copyright notice at the foot of every PackDraw page states that the PackDraw Group includes PackDraw US, LLC, a company incorporated in the United States with registered number 7571319 and a registered office in Wilmington, Delaware. A US operating entity sitting alongside a clause barring US residents is, at minimum, an inconsistency.

For context on how recent this is: an archived version of PackDraw's terms from February 2025 contained no restricted-territories clause at all, and stated that PackDraw arranged delivery of physical items to persons in the United States “except for those states where PackDraw is not offered” and Canada. So the 2026 document is a substantially rewritten one, and the restriction list is new.

What we will not do is guess. We cannot tell you from the outside whether the US listing reflects a deliberate market exit, a split where a separate US entity serves US players, or careless drafting in a boilerplate clause. If you are in the United States, the only reliable answer comes from PackDraw itself — ask their live chat or email support@packdraw.com before you deposit, and get the answer in writing. Anyone confidently telling you “yes it's fine” or “no you're banned” without citing a source is guessing.

What about individual US states?

People search specifically for Texas, Florida, California and others, so let's be direct: PackDraw's current terms do not publish a state-by-state list. The 2025 version referred to “those states where PackDraw is not offered” without naming them, and the 2026 version replaces that with the blanket country-level entry discussed above.

That means anyone publishing a definitive “PackDraw is legal in Texas but not Florida” table is inventing it. State-level treatment of mystery box and loot box products is genuinely unsettled — some states regulate them under gambling statutes, others under sweepstakes or consumer protection law, and enforcement varies. We are not going to fabricate a table to capture search traffic.

The UK, Europe and elsewhere

The United Kingdom, Germany, the Netherlands, Denmark, Norway, Sweden, Canada, Australia and New Zealand do not appear on PackDraw's restricted list. That means PackDraw's own terms do not bar residents of those countries from registering.

It does not mean the platform is licensed or regulated in those markets. In the UK, for example, the Gambling Commission licenses operators offering gambling to British consumers; PackDraw does not hold such a licence, and unlicensed play carries no regulatory protection. The practical consequence is the same everywhere: you can register, but you have no gambling regulator to appeal to if something goes wrong.

Is PackDraw gambling?

Functionally, yes — and we would rather say that plainly than dress it up. You pay a fixed price for a pack whose contents are determined by a random outcome, and the expected value of that outcome is less than what you paid. That is a house edge, which is the defining characteristic of a gambling product. Licensing status

PackDraw's terms name PD Operations B.V., incorporated under the laws of Curaçao with company number 171219, as the operator of packdraw.com. We found no gambling licence from any regulator published on the site. Curaçao incorporation on its own is a company registration, not a gambling licence, and the two are frequently confused.

This is the single most important line on this page: no licence means no regulatory recourse. If a withdrawal is refused or an account is closed with a balance in it, there is no gambling commission to escalate to — your only route is PackDraw's own support. That does not make the platform a scam, and it pays out reliably by most user accounts, but it is a real and asymmetric risk you accept by playing. Age and verification

PackDraw's player warranties require that you “have attained the age of eighteen (18) years or older” and have “reached the age of majority as prescribed by the governing laws of your jurisdiction.” In places where the age of majority is 19 or 21, that second clause binds you to the higher number. Registration collects your name, date of birth, address and email, and PackDraw reserves the right to request KYC documentation — including government photo ID — at any time.
